Fiscal Year Budget Overview
Annually, the College prepares a budget based on projected enrollment, revenues, and expenses. The budget is developed through a series of Governing Board actions and discussions, which occur during the preceding fiscal year. These items include the budget forecast, strategic priorities, tuition & fees, capital projects, and contracts, forming the foundation of the final budget.
The final budget is submitted to the Governing Board for adoption in June of each year. The fiscal year begins July 1 and ends June 30.
Below are the most recent documents and timelines used in the annual budget process.
September 2024
- In support of the 2024-2025 Chancellor’s Goals, Fiscal Year 2026 budget development activities began early this year, starting with a Governing Board Study Session on September 26, 2024. Video is available online.
October 2024
- The Fiscal Year 2026 Budget Development Calendar was presented to the Governing Board for Information on October 9, 2024.
- On October 16, 2024, the Executive Leadership Team will review and discuss the Fiscal Year 2026 Budget Forecast.
November 2024
- The November 18, 2024, Governing Board Study Session will include a presentation and discussion on the Fiscal Year 2026 budget development process. Video of the meeting will be available online.
September 2023
- On September 19, 2023, the Executive Vice Chancellor for Finance and Administration met with the Student Senate to review and discuss a presentation on PCC Tuition & Service Fees.
October 2023
- The Fiscal Year 2024-2025 Budget Development Calendar was presented to the Governing Board for Information on October 4, 2023.
- On October 5, 2023, the Executive Leadership Team reviewed and discussed a presentation on the Fiscal Year 2025 and Beyond: Budget Forecast.
December 2023
- The December 4, 2023, Governing Board Study Session included a presentation and discussion on the Fiscal Year 2025 and Beyond: Budget Forecast. Video of the meeting can be found here.
- The Executive Vice Chancellor for Finance and Administration met with members of the All Employee Representative Council (AERC) throughout the month, including Full Time Faculty on December 12th, Staff Employees on December 5th, and Adjunct Faculty on December 8th, to discuss budget priorities.
January 2024
- The Annual Comprehensive Financial Report for the Fiscal Year Ended June 30, 2023, was presented to the Governing Board at their meeting on January 10, 2024. Video of the meeting is available online.
February 2024
- On February 19, 2024, the Governing Board held a Study Session for the Fiscal Year 2025 Budget Discussion. Topics included Fiscal Year 2025 budget parameters and right-sizing the institution, and feedback was provided by the Governing Board. Video of the meeting is available online.
March 2024
- The March 1, 2024, Faculty Senate meeting included a discussion on the Fiscal Year 2025 budget.
- On March 13, 2024, the Governing Board set tuition and service fees for Academic Year 2024-2025 and provided direction on the budget parameters for Fiscal Year 2025. Video of the meeting is available online.
April 2024
- The April 3, 2024, Governing Board meeting included the review and approval of various employee benefits items. Video of the meeting is available online.
- The April 22, 2024, Governing Board Study Session included the Administrators' Compensation Overview presentation. Video of the meeting is available online.
- On April 26, 2024, Dr. David Bea hosted the first of two Virtual Budget Forums for College employees.

May 2024

- The proposed budget and 'Truth in Taxation - Notice of Tax Increase' were published in the Arizona Daily Star on May 28, 2024. A press release was also distributed, as required by Arizona Revised Statutes.
June 2024
- The proposed budget was published for a second time in the Arizona Daily Star on June 4, 2024, as required by Arizona Revised Statutes.
- The 'Truth in Taxation - Notice of Tax Increase' was published for a second time in the Arizona Daily Star on June 5, 2024, as required by Arizona Revised Statutes.
- On June 12, 2024, the Governing Board held a Public Hearing and a Special Meeting for the purposes of setting property tax rates and levies and adopting the budget for Fiscal Year 2024-2025. Video of the meeting is available online.
July 2024
- On July 1, 2024, the 2024-2025 budget was implemented for the new fiscal year. The 2024-2025 General Fund Budget Detail is available online.
September 2022
- An update on the implementation of the new Classification and Compensation structure was provided to the Governing Board on September 14, 2022.
October 2022
- The Executive Leadership Team reviewed and discussed a presentation on the Budget Forecast and the Three-Year Budget Plan.
November 2022
- The Fiscal Year 2023-2024 Budget Development Calendar was presented to the Governing Board for Information on November 9, 2022.
- An update on the Classification and Compensation Study was presented at the November 14, 2022 Governing Board Study Session. Further, the Governing Board reviewed and discussed the Budget Forecast and Three-Year Budget Plan. Video of the meeting is available online.
January 2023
- The Annual Comprehensive Financial Report for the year ended June 30, 2022, was presented to the Governing Board on January 11, 2023. Video of the meeting is available online.
- On January 30, 2023:
- Finance and Administration provided a Department Overview and Priorities presentation at the New Governing Board Orientation. Video of the orientation is available online.

February 2023
- On February 20, 2023, the Governing Board held a Study Session for the Fiscal Year 2024 Budget Discussion. Topics included Fiscal Year 2024 budget parameters and right-sizing the institution, and feedback was provided by the Governing Board. Video of the meeting is available online.
March 2023
- The March 3, 2023, Faculty Senate meeting included a Financial Reporting and Budget Discussion.
- The March 8, 2023, Governing Board meeting included several components of the budget development process, including:
- Setting tuition and service fees for Academic Year 2023-2024, and
- Approving various items related to employee benefits.
- An update on Classification and Compensation was presented to the Governing Board at their March 22, 2023, Study Session. - Initial budget conversations began with various College administrative groups. A Financial Overview and Budget Discussion was held on September 30, 2021, with the Pima Administrative Council.
November 2021

June 2022
- On June 8, 2022, the Governing Board held a Public Hearing and a Special Meeting for the purposes of setting property tax rates and levies and adopting the budget for Fiscal Year 2022-2023. The Governing Board also approved the implementation of an Adjunct Faculty Tier System and the new Classification and Compensation structure.
July 2022
- On July 1, 2022, the 2022-2023 budget was implemented for the new fiscal year. The 2022-2023 General Fund Budget Detail is available online.
